I don't think anyone's sure exactly what his mutant ability is supposed to be, so they just let him do anything. Something I noticed is that each Harry Potter figure I sorted through in the shop had two different face sculpts. It was more readily available than most ML variants, possibly because the gold looked so silly. In this case, the heads of the Headmasters could alone turn into a small robot that could control the body. And hey, who played Conan? The same guy whose face seems to grace this figure.
